Answer:
It is obligatory to impose the hudud (fixed Qur'anic punishments) upon him. If this recurs, the hudud are imposed, and there is no objection to imposing ta'zir (discretionary punishment) in addition, such as imprisonment or other means that deter him from using them.
Some scholars held the view that he should be executed if the prescribed disciplinary measures, ta'zir, and hudud do not benefit him; that he is a corrupt member who must be executed so that the community and the public are relieved of him, provided that the hudud are imposed upon him repeatedly, one after another, until Allah guides him and he quits, or until he dies.
