Question:
[Al-Fath: 10], what is the belief of the people of the Sunnah and the community regarding the saying of Allah the Exalted: [Al-Fath 48:10]? Is there a figurative interpretation (ta'wil) for this attribute, or is it in its reality? And what is the rule or criterion for such attributes? Please give us a ruling, and may you be rewarded.
Answer:
This verse, according to the people of the Sunnah and the community, indicates two things:
The first thing: affirming the hand for Allah (Exalted is He), and that He, Glorified and Exalted is He, is described by the hand, as He, Exalted and Majestic is He, said: [Sad: 75], and He, Glorified is He, said: [Al-Ma'idah: 64], and this is affirmed for Allah (may He be praised) by the consensus of the people of the Sunnah and the community; the attribute of the hand for Allah is established with the people of the Sunnah and the community by explicit text and by consensus.
And the second thing: that He, Glorified is He, approves of this pledge and is pleased with it, and that the hand of His Messenger (peace and blessings be upon him) stands in the place of His hand, Glorified is He, in executing this pledge; the hand of Allah is over their hands, and the meaning of this is affirming that the hand of the Messenger (peace and blessings be upon him) stands in the place of the hand of Allah in affirming this pledge.
So in it is the affirmation of both hands: the hand of Allah, Glorified is He, which is established with Him, Glorified is He, and He is above the Throne, above all creation, and the hand of the Messenger who pledged with them by the command of Allah, the Shari'ah of Allah, and His pleasure (Exalted is He).
So when He, Glorified is He, was pleased with this pledge and approved of it and commanded it, He made His hand over their hands; to clarify the execution of this command, and His pleasure (Exalted is He), and it is known to those addressed that the meaning of this is His approval of this thing and His pleasure with it, so it is as if it was done by His hand (may He be praised), and this is known in the language of the Arabs; they say: the hand of the sultan is over the hand of so-and-so, the hand of the king is over the hand of so-and-so, from the expansion of the language; the language has expansion, and they call it: metaphor (majaz), meaning: what is permissible in the language; it is permissible, it is allowed as a metaphor, like: he said, he says a saying, meaning: from what is permissible in the language, and it is expanded in the language to express this expression for the approval of a thing and its affirmation, and that it is with the pleasure of the approver: from a king, a president of a republic, and the like.
So Allah, Mighty and Majestic, approved of this pledge by the hand of His Messenger (peace and blessings be upon him), and clarified that His hand is over their hands, being pleased with that, and approving of it, and it is known to the people of truth that His hand is not between their hands, and is not with them, but He is above the Throne, above all creation, Glorified and Exalted is He.
And so is His saying, Glorified is He: [At-Tawbah: 40], [Ta-Ha: 46], [Al-Hadid: 4], its meaning is not that He is mixed with them, and that He is among them, and that He is with Pharaoh with Moses and Aaron; no, the meaning is the companionship of care, protection, support, and victory, and the companionship of knowledge and awareness, and He is above the Throne, Exalted and Majestic is He, above all creation (Exalted is He), and so is His saying, Exalted and Majestic is He: [Qaf: 16] with His knowledge and awareness and encompassing and His angels, and He is above the Throne (may He be praised), and this is known in the breadth of the language and its ways of addressing one another, and the Qur'an was revealed in the language of the Arabs.
Indeed, those who pledge allegiance to you, [O Muhammad] - they are actually pledging allegiance to Allah. The hand of Allah is over their hands.
The hand of Allah is over their hands

what prevented you from prostrating to that which I created with My hands?
Rather, both His hands are extended
And the second thing: that He, Glorified is He, approves of this pledge and is pleased with it, and that the hand of His Messenger (peace and blessings be upon him) stands in the place of His hand, Glorified is He, in executing this pledge; the hand of Allah is over their hands, and the meaning of this is affirming that the hand of the Messenger (peace and blessings be upon him) stands in the place of the hand of Allah in affirming this pledge.

And so is His saying, Glorified is He:
Do not grieve; indeed Allah is with us.
Indeed, I am with you both; I hear and I see.
إِنَّنِي مَعَكُمَا أَسْمَعُ وَأَرَىand He is with you wherever you are
وَهُوَ مَعَكُمْ أَيْنَ مَا كُنْتُمْand We are closer to him than [his] jugular vein
