Answer:
The majority of scholars hold that it is a confirmed sunnah, while some scholars hold that it is obligatory along with the dhikr. If it is omitted due to forgetfulness or ignorance, there is no harm.
Those who argue for its obligation cite what is narrated from him (peace and blessings be upon him) that he said:
the ablution of a person who does not mention the name of Allah is validلا وضوءَ لمن لم يذكر اسم الله عليه

. This is a hadith that Ahmad (may Allah have mercy on him) and a group of scholars said does not stand. Therefore, the majority held that it is a sunnah. Those who said it is suitable for argument, due to the multiplicity and variety of its chains, and because it is hasan li-ghayrihi (good due to supporting chains), held that the basmalah is obligatory.
There is a point of consideration regarding arguing with it due to its weakness in all its chains. However, if one repeats the wudu' if he intentionally left it out while being mindful, and repeats the wudu' as a precaution, that is good. Otherwise, the view of the majority is more apparent: that repeating it is not obligatory, and it is recommended for him to say the basmalah. If he intentionally left it out out of negligence, he does not repeat it, and his wudu' is valid, but it is not befitting for him to leave it out; he should be cautious. If he left it out due to forgetfulness or ignorance, he owes nothing.
