The questioner : What is the evidence for shifting the basmalah from being a recommended practice to being obligatory in wudu', O Shaykh?

The Shaykh : We do not believe that. We believe as he (peace and blessings be upon him) said:
There is no prayer for one who does not have ablution, and there is no ablution for one who does not mention the Name of Allah (before it). لا صلاة لمن لا وضوء له و لا وضوء لمن لم يذكر اسم الله عليه

But we distinguish between a person who responds to this hadith and always tries to remember Allah in his wudu' and does so,

The Shaykh : and sometimes he forgets, so we say this forgetfulness is excused for him.
