Question:
The listener, Ali 'Abd al-Muttalib Salih, a Sudanese resident in the Kingdom, asks about the interpretation of the saying of the Exalted, Blessed and Exalted is He: I seek refuge in Allah from Satan, the accursed:
And women of post-menstrual age who have no desire for marriage - there is no blame upon them for putting aside their outer garments [but] not displaying adornment. But to modestly refrain [from that] is better for them. And Allah is Hearing and Knowing.وَالْقَوَاعِدُ مِنَ النِّسَاءِ اللَّاتِي لا يَرْجُونَ نِكَاحًا فَلَيْسَ عَلَيْهِنَّ جُنَاحٌ أَنْ يَضَعْنَ ثِيَابَهُنَّ غَيْرَ مُتَبَرِّجَاتٍ بِزِينَةٍ وَأَنْ يَسْتَعْفِفْنَ خَيْرٌ لَهُنَّ وَاللَّهُ سَمِيعٌ عَلِيمٌ
[al-Nur:60]?

Answer:
The scholars (may Allah have mercy on them) clarified that these are the elderly women who are not looked at with desire and are not sought after due to their advanced age, their weakness, and their lack of displaying adornment. For these women, it is permissible to uncover their faces and their hands; there is no harm in that.
However, her modesty and covering herself are better for her and more excellent; because, as it is said, every fallen thing has a picker-up, so she may be tested by someone who is tempted by her. But the original ruling is permissibility if she has this description: an elderly woman of advanced age who is not desired, not sought after, and does not hope for marriage. Furthermore, her clothing and her state contain no adornment, no displaying of beauty, neither in terms of clothing, nor kohl, nor dyes, nor anything that causes temptation; she is far from these things.
So if she is in a state where she is not desired due to her advanced age, her incapacity, and her lack of displaying adornment, then there is no blame on her for uncovering, meaning: removing the clothes on her face so that she does not cover her face. Some of them said: and her head as well; because she is not desired. But her modesty, as our Lord (Glorified and Exalted is He) said:
But to modestly refrain [from that] is better for themوَأَنْ يَسْتَعْفِفْنَ خَيْرٌ لَهُنَّ
[al-Nur:60], her modesty through covering and hijab is more preferable for her and further for her from danger.
