He says, "O His Eminence the Shaykh, this questioner says: Some people have wronged me, and I am unable to deal with them, yet I forgave them for the sake of Allah : Is it a condition for forgiveness that I be able to deal with them?"

That is not a condition. If he forgave them, may Allah reward him with good; he will be rewarded even if he was not able to deal with them.
