Yes, the original ruling is that women and men are equal in what Allah has legislated of rulings, such as prayer and others. This is the original ruling: that women and men are equal in what Allah has legislated of rulings, except where evidence indicates that a ruling is specific to women or to men. Otherwise, the original ruling is that they are equal. So hastening to the prayer, humility in it, facing it, and striving in it; all of this is prescribed for everyone. But perfume is not allowed; because the woman is a private part, and perfume may cause temptation when she goes out from her home to the mosque and returns. But washing is permissible.
