The best is eleven if it is easy, or thirteen, saying the taslim after every two rak'ahs. If one performs witr with three in a row, or says the taslim after every two, or performs witr with five in a row, the sunnah is to perform the five in a row without sitting except in the fifth, or to say the taslim after every two; this is the best, to say the taslim after every two. Or if one performs witr with seven, there is no harm in performing them in a row, or sitting in the sixth for the first tashahhud and then standing up. Or if one performs witr with nine and sits in the eighth for the first tashahhud and then stands up, all of that is permissible.
But the best is to say the taslim after every two; because of his saying (peace and blessings be upon him):Sunan Abi Dawud 1326Sahih (Al-Albani).
