Answer:
The apparent ruling is prohibition, for Allah has bestowed upon him the favor of migration; he does not return to a Bedouin life except out of necessity. If conditions worsen in the cities, he goes to the desert to preserve his religion, as in the authentic hadith where the Prophet (peace and blessings be upon him), when asked about the best of people, said:
A believer striving in the path of Allahمؤمن مجاهد في سبيل الله
Musannaf Ibn Abi Shaybah 10:181
, then he said:
Next to him is a man who is engaged in worshipping his Rubb in a mountain valley, leaving the people secure from his mischief.مؤمن في شعب من الشعاب يعبد الله ويدع الناس من شره
