At that point, he consults his heart, and the heart of the righteous believer. However, this does not mean that the ruling is specific to the scholar; it applies to the general public as well, but after each individual has fulfilled his obligation to seek the truth in matters where people differ. If the evidence becomes entangled and contradictory for him as well, because the scholar's evidence is to return directly to the Book and the Sunnah, while the evidence of one who is not a scholar is to return to the people of knowledge, as stated in the verse we always recite.
