Question:
There are some residents near the mosques, and others who are not, who do not attend the prayer. Why is there no emphasis on the lax imams of the mosques to report them to the competent authority?

Answer:
We ask Allah to help them. This is very common, and when wrongdoings multiply, the performance of the duty to forbid them decreases. However, we ask Allah to help the committees and the imams to fulfill their duty, because those who abandon congregational prayer have increased greatly, making it difficult for the imams to follow up on them and care for them. It has become rare to find anyone from the committees to help them in returning these people to the truth and in making them carry out the command of Allah. So we ask Allah to help the responsible parties, to protect them from laziness and weakness, and to grant them success, guidance, and courage to establish the truth, support the truth, and call to it. There is no doubt that those who abandon congregational prayer have committed a wrong, resembled the enemies of Allah, the hypocrites, and introduced a new matter in Islam that harms the Muslims.
It is obligatory for those who have the ability among their fathers, brothers, and neighbors to advise them, and to report their case to the authorities, specifically the committee, if they refuse, so that the committee may do what it can in calling them to the truth, compelling them to the truth, and threatening them with imprisonment and discipline if they continue to neglect it.
When the guardians, meaning the guardians of the children, and those similar to them such as fathers and older brothers, and the like, cooperate with the committees in this matter, and with the imams of the mosques, much good will be achieved, if Allah wills. But we ask Allah to guide them so that they may forbid the wrong, report the cases of those who neglect it, and cooperate with the committee in this great matter.
