If he did not catch the prayer, but was late for a legitimate religious excuse, meaning he intended to pray but something prevented him from doing so, such as the urge to relieve himself or something similar, he gets the reward of the congregation.
As for the one who was lazy and did not catch anything but the tashahhud, he did not catch the congregation. The congregation is not caught except with a rak'ah. The Prophet (peace and blessings be upon him) said:
Whoever catches a raka of the prayer has caught the prayer.من أدرك ركعة من الصلاة؛ فقد أدرك الصلاة
Muwatta Malik 1:15
So, on the correct view, the congregation is not caught except with a rak'ah.
