The Ruling on Masturbation by Hand

Answer:
Masturbation by hand is what they call the secret habit. It is not permissible; rather, one must refrain from it because of the great harms that doctors have mentioned.
Masturbation by hand has many harms, and it contradicts the saying of Allah the Exalted: EXCEPT WITH THEIR SPOUSES OR THOSE THEIR RIGHT HANDS POSSESS, FOR THEY ARE NOT TO BE BLAMED. BUT WHOEVER SEEKS BEYOND THAT, IT IS THEY WHO ARE THE TRANSGRESSORS. [Al-Mu’minun: 5-7]. Masturbation by hand is something beyond that, something beyond the wife, the enjoyment of the wife, and the enjoyment of the secret habit, which is intercourse. What is beyond that is not permissible, and that is zina, sodomy, masturbation by hand, and the like. This is beyond that, so it is not permissible, given the many harms in masturbation. The believer should beware of them.
