Even if he delays the time by an hour, two hours, more or less, before the tawaf, before he performs the tawaf, or even during the journey, he makes the talbiyah for the 'Umrah first, then he makes the talbiyah for the Hajj during the journey before the tawaf, or he makes the talbiyah for both together at the miqat: "O Allah, Labbaik 'Umrah and Hajj." This is the sunnah of entering ihram with tamattu'.
