Question: A pilgrim entered the state of ihram from the miqat, but in the talbiyah he forgot to say: “Labbaik ‘Umrah, making it a tamattu’ for Hajj.” Will he complete his rites as a mutamatti’? And what is required of him if he exits the state of ihram from his ‘Umrah, then enters the state of ihram for Hajj from Makkah?

Answer: If he intended ‘Umrah when he entered the state of ihram, but forgot the talbiyah while intending ‘Umrah, his ruling is the same as that of one who recited the talbiyah: he circumambulates, performs sa’y, shortens his hair, and exits the state of ihram. It is prescribed for him to recite the talbiyah during the journey, so if he does not recite it, there is no blame on him, because the talbiyah is a confirmed recommended practice. He circumambulates, performs sa’y, shortens his hair, and makes it an ‘Umrah, because he intended ‘Umrah. However, if he intended Hajj when entering the state of ihram and there is ample time, the best course is for him to break his Hajj into an ‘Umrah, so he circumambulates, performs sa’y, shortens his hair, and exits the state of ihram, and praise be to Allah, and his ruling will be the same as that of the mutamatti’ pilgrims.
