Is it sufficient to cut a few hairs from the head during 'Umrah, or is it necessary to cut all the hair on the head?

Machine translationRead the Arabic original
The questioner : After exiting the state of ihram from 'Umrah, is it sufficient for one of the men to cut a few hairs, or must he shave or shorten it?

The Shaykh : Please sit up straight.

The questioner: Yes.

The Shaykh : Between cutting a few hairs and shaving, you have leaped like a gazelle.

The questioner: Yes.

The Shaykh : One of two things is necessary: either cutting all the hair, not just a few, or shaving it all.

The questioner: Yes.

The Shaykh : As stated in the authentic hadith:
Shave it all, or leave it all. احلقوه كلَّه ، أو دَعُوه كلَّه
.

The questioner : Yes.

The Shaykh : As for here, in exiting the state of ihram, as He the Exalted said:
with your heads shaved and [hair] shortened مُحَلِّقِينَ رُءُوسَكُمْ وَمُقَصِّرِينَ
[Al-Fath 48:27]
, "shaving your heads" does not mean part of the head. Likewise, His saying:
and shortening وَمُقَصِّرِينَ
does not mean part of the head, but rather all of it. And what you see there at the end of the Sa'i, small children holding scissors and playing with the minds of grown men, these are people with very weak imaginations.

The questioner: Yes.

The Shaykh : Therefore, it is necessary to cut all the hair on the head or shave all the hair on the head.

The questioner: Yes.

The Shaykh: Is it clear?

The questioner: Very clear.
