The Shaykh : It is obligatory that the shortening be for the entire hair, whether in 'Umrah or Hajj, such that the shortening covers the whole head, not just specific hairs. What some people do, cutting three or four hairs at al-Marwah, is not sufficient, because Allah the Exalted said:
with your heads shaved and [hair] shortened مُحَلِّقِينَ رُءُوسَكُمْ وَمُقَصِّرِينَ
[Al-Fath 48:27]
.
It is well known that taking three or four hairs from the head never shows any sign of shortening, and it does not appear as if the man has shortened his hair. Therefore, the shortening must be such that its effect is visible on the head, and this is only possible if the shortening covers the entire head and its effect is apparent. Accordingly, what I see is that the safest course for you is to slaughter a fidyah in Makkah and distribute it to the poor there, because you have left an obligatory act, which is the shortening. The scholars have mentioned that leaving an obligatory act requires a fidyah to be slaughtered in Makkah and distributed to the poor there. Yes.
