Perhaps I will speak with a female student; this is because this situation is normal in our Tunisian society. When riding the bus or car, on most days there is severe crowding, and the body of the woman touches the body of the man, and this happens to me constantly. Sometimes a man who drinks intoxicants touches me, and I smell the scent of intoxicants from him. In the market, I see and hear everything I dislike. This is the situation I live in, and I am a Muslim committed to my religion, and I know that this situation is contrary to my religion. I have presented my situation to you, so what do you advise and help me with, may Allah have mercy on you?
Answer: We ask Allah for success and rectification of affairs for us and for all Muslims, and we ask Him to guide the Tunisian government, the scholars, and the officials therein to what is in the rectification of the servants and the land, and to rectify the conditions of the Tunisian people and the conditions of the officials, and to guide them to what pleases Him, and to help all the officials to fulfill the right of Allah and carry out His command, (Glorified and Exalted is He).
As for you, O questioner! It is obligatory for you to lower your gaze, and to enjoin good and forbid evil according to your ability. So lower your gaze from the women in the institute and elsewhere. If the study in the institute is mixed, then leave this study and move to a non-mixed study in Tunisia or elsewhere; because the free mixing of boys and girls carries a great danger, and a severe outcome is feared from it. You should strive, O my brother, to ensure that your study is in a non-mixed place. If you are afflicted with this study, then you must lower your gaze and be cautious. It is obligatory for you, in my view, to seek a non-mixed study so that you are safe from the consequences of this free mixing.
And so in the car, in the train, and in any bus, you must strive to lower your gaze and to advise your Muslim brothers. If you see a woman who has uncovered herself and displayed her adornment, advise her for the sake of Allah and say to her: O servant of Allah! This is not permissible. Fear Allah, watch out for Allah, cover yourself, wear such and such, and do such and such. If you see one who drinks intoxicants, or you smell the scent of intoxicants from him, advise him for the sake of Allah, and inform him that intoxicants are forbidden and that they are not permissible, and that it is obligatory for the Muslim to obey Allah and His Messenger, and make clear their bad consequences and the great evil in them. And so with smoking, make clear that it is what is wrong and that it causes great harm. The believer is like this, he advises. Allah (Glorified and Exalted is He) says: : [Al-Tawbah: 71] This is the description of the believing men and believing women.
So it is upon you, O my brother! And upon every believer and every believing woman, mutual advice in the bus, in the train, in the car, in the school, in the institute, in every place. Mutual advice is obligatory among Muslims, and by this, evil decreases and good increases. And so is His saying, (Mighty and Majestic): [Al-Imran: 104] And so is His saying, (Glorified and Exalted is He): [Al-Imran: 110] And so is His saying (peace and blessings be upon him) in the authentic hadith: Sahih Muslim 49a.
So it is upon you, O my brother! And upon all your Muslim brothers, mutual advice among yourselves in Tunisia and elsewhere. And it is upon you all to plot for what is right and to forbid what is wrong with wisdom, with kind words, with a good manner, according to your ability. We ask Allah for success and guidance for everyone.

كُنْتُمْ خَيْرَ أُمَّةٍ أُخْرِجَتْ لِلنَّاسِ تَأْمُرُونَ بِالْمَعْرُوفِ وَتَنْهَوْنَ عَنِ الْمُنكَرِ وَتُؤْمِنُونَ بِاللَّهِHe who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith.
من رأى منكم منكراً فليغيره بيده، فإن لم يستطع فبلسانه، فإن لم يستطع فبقلبه وذلك أضعف الإيمانSo it is upon you, O my brother! And upon all your Muslim brothers, mutual advice among yourselves in Tunisia and elsewhere. And it is upon you all to plot for what is right and to forbid what is wrong with wisdom, with kind words, with a good manner, according to your ability. We ask Allah for success and guidance for everyone.
