The first message received by the program is from the listener, Hajj Fadhil Muhammad Iqram, from the Republic of Turkey. In his message, he begins with the saying of the Truthful One (Glorified and Exalted is He): :
Lawful to you is game from the sea and its food as provision for you and the travelers, but forbidden to you is game from the land as long as you are in the state of ihramأُحِلَّ لَكُمْ صَيْدُ الْبَحْرِ وَطَعَامُهُ مَتَاعًا لَكُمْ وَلِلسَّيَّارَةِ وَحُرِّمَ عَلَيْكُمْ صَيْدُ الْبَرِّ مَا دُمْتُمْ حُرُمًا
[Al-Ma'idah: 96]. He inquires whether this means that it is permissible for the pilgrim to hunt fish and eat from it, and he asks that you kindly explain the meaning of this noble verse. May you have abundant thanks and reward?
Answer: In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send prayers and peace upon His Messenger, our Prophet Muhammad, and upon his family and his Companions, and upon those who follow his path and are guided by his guidance until the Day of Judgment.
As for what follows: Allah (Exalted and Majestic is He) says in His great Book:
Lawful to you is game from the sea and its food as provision for you and the travelers, but forbidden to you is game from the land as long as you are in the state of ihramأُحِلَّ لَكُمْ صَيْدُ الْبَحْرِ وَطَعَامُهُ مَتَاعًا لَكُمْ وَلِلسَّيَّارَةِ وَحُرِّمَ عَلَيْكُمْ صَيْدُ الْبَرِّ مَا دُمْتُمْ حُرُمًا
[Al-Ma'idah: 96], the verse. So our Lord has permitted the hunting of sea creatures in the sacred precinct, and forbidden the hunting of land creatures there. Therefore, a person in the state of ihram may hunt sea creatures, such as fish, and eat them; both the act of hunting and the eating are permissible for him. What he hunts is what he catches in it, and his food is what floats on it, namely dead fish. For the sea is:
Its water is pure and what dies in it is lawful food.هو الطهور ماؤه، الحل ميتته

as the Prophet (peace and blessings be upon him) said regarding the sea:

So what floats on it is food, whether small or large fish; if he takes it, it is lawful for him. And what he hunts in it using various tools and nets is also lawful for him, whether he is in the state of ihram or not, by the explicit text of the noble verse. As for the hunting of land creatures, such as gazelles, rabbits, and the like, it is not permissible for a person in the state of ihram to hunt land creatures, even if he is outside the sacred precinct. Nor is it permissible for him to hunt within the sacred precinct, whether he is in the state of ihram or not. Hunting land creatures is not permissible for a person in the state of ihram if he is outside the sacred precinct, and if he is inside the sacred precinct, it is forbidden for the person in the state of ihram and for anyone else.
