The intended meaning is that the strangers (ghuraba) are the people of uprightness. means: Paradise and happiness are for the strangers , when circumstances change and matters become confused, and the people of good become few, they remain firm upon the truth and are upright upon the religion of Allah. Islam began small in Makkah; only a few believed in it, and most of creation opposed it and defied the Prophet (peace and blessings be upon him), harming him (peace and blessings be upon him) and harming his Companions who had embraced Islam. Then he migrated to Madinah, and those of his Companions who had preceded him migrated with him. It was also strange there until its people multiplied in Madinah and in the rest of the provinces. Then people entered the religion of Allah in large groups after Allah opened Makkah for His Prophet (peace and blessings be upon him). So its beginning was strange among the people, and most of creation were upon disbelief in Allah, associating partners with Allah, and worshipping idols, prophets, the righteous, trees, stones, and the like. Then Allah guided whom He guided through the hand of His Messenger Muhammad (peace and blessings be upon him) and through the hand of his Companions. So they entered the religion of Allah and were sincere in worship to Allah, leaving the worship of idols, false gods, prophets, and the righteous. They were sincere to Allah in worship, so they did not worship except Allah alone. They did not pray except to Him, and they did not prostrate except to Him, and they did not turn to anyone for supplication, calling for aid, or seeking healing except to Him (Glorified and Exalted is He). They did not ask the people of the graves, nor seek their help, nor call for aid from them, nor call for aid from idols, trees, or stones, nor from stars, jinn, or angels. Rather, they did not worship except Allah alone (Glorified and Exalted is He). These are the strangers. And so it will be in the end of time: they are those who are upright upon the religion of Allah when people delay in the religion of Allah, when people become disbelievers, when their sins and evils multiply. These strangers will be upright upon the obedience of Allah and His religion. For them is Paradise and happiness, and for them is the good outcome in this world and the Hereafter. Yes.
