Combining prayers when it is raining during the prayer

Machine translationRead the Arabic original
Question:
Is it a condition for combining prayers in the rain that the rain be falling at the time of the prayer, or is it not?

Answer:
It is a condition for combining prayers that there be a valid legal excuse for combining, whether it is falling rain, or slippery roads in the markets, slipperiness, and mud that harms people. So if there is slipperiness in the markets, and mud that harms people, causes them to slip and fall, or dirties their feet and clothes, then it is an excuse. Or if it is falling rain that harms them, wets their clothes, and makes it difficult for them, then this is an excuse.
