Question:
What is the ruling on shaving the sideburns and the hair under the beard, meaning the hair around the neck? The Messenger of Allah (peace and blessings be upon him) said:
Indeed, Allah does not look at your appearances or your bodies, but He looks at your hearts.إن الله لا ينظر إلى صوركم وأجسامكم، وإنما ينظر إلى قلوبكم
Should not this hadith be a proof for the one who shaves his beard? He says, "I shave my beard and I purify my heart for Allah, because Allah does not look at the appearance?"

Answer:
This is a false doubt. Then he says: "I do not pray, I do not fast, and I do not pay zakah; the measure is my heart." This means he must leave everything and only his heart remains—may Allah grant us safety. If his heart believes, his limbs believe. If the heart is sound, the limbs are sound, as you heard in the gathering.
The sideburns are part of the beard. The linguists said: The beard is what grows on the cheeks and the chin. What grows on the cheeks and the chin is the beard. So he has no right to remove what is on his cheeks or on his chin. As for the neck, it is not part of the beard. What is under the chin and what attaches to the neck is not part of the beard. The beard is what grows on the two cheeks and the chin. The one who says that the soundness of his heart is sufficient for him is mistaken. If his heart were sound, his beard would be sound. The disease is in his heart.
