The Shaykh : Yes, but it is required that it not be possible for it to be from the Isra'iliyyat, because the Isra'iliyyat found in many books of Qur'anic exegesis are from the unseen matters.

The Shaykh : It may be from the Isra'iliyyat, so in this condition, one must pay great attention, because as they say, the rope and the stick may get mixed up. So if there is an indication in the mawquf report that it is not from the Isra'iliyyat, and it is something that is not said based on opinion and independent legal reasoning, but rather it is from the unseen matters, then it has the ruling of a marfu' report. For example, the report of Ibn 'Abbas, as in al-Hakim's al-Mustadrak, that "the Qur'an was sent down in one piece to the House of Glory in the lowest heaven, then it was sent down in portions according to events."
