Question:
Some citizens bring in workers and take 30% from them. Is the money they take from them lawful or forbidden in exchange for their guarantee? May Allah reward you with good. Some take five thousand riyals from the worker in exchange for transferring the sponsorship and letting him work for his own account?

Answer:
It is known among the scholars that this is not permissible; taking money to perform the sponsorship is not permissible. This is because it is a great corruption. They want workers whose religion they are not pleased with, and their presence is contrary to what the state has prescribed and explained to the people. It is obligatory for the one who brings in workers to adhere to what the state has decided regarding how to import them, so that they do not manipulate things in the Kingdom, and so that the corrupters do not increase in the Kingdom. They must bring them in as they were conditioned to do, and they must not bring in a disbeliever; they must not bring in a disbeliever.
