The ruling on one who brings in workers and does not give them their rights or takes money for their sponsorship

Machine translationRead the Arabic original
This is a questioner who sent this question without mentioning his name in the message. He says: Your Eminence, I know the owner of an establishment who has many workers, their number may reach fifteen, and he does not pay them their salaries. It is known that he has not paid them their salaries for seven months, and he also does not provide them with full sustenance. They are in a pitiable state, so we ask Your Eminence to advise such a person?
Answer: It is obligatory for Muslims to care for workers, give them their rights, and provide for their sustenance, and it is not permissible for them to be lax in this. This is an evil and injustice. Rather, it is obligatory for the owner of the workers he hired to give them their rights according to the terms. If it was agreed to be paid every month, it is obligatory to pay it every month. If it was agreed between them for two months, two months, and so on, according to the terms between them, along with the stipulated sustenance, he must not neglect it. This is the obligation. And injustice is darkness on the Day of Resurrection . Every Muslim is forbidden to another Muslim in his blood, his wealth, and his honor . And in the authentic hadith, the Prophet (peace and blessings be upon him) said: Allah, Mighty and Majestic, said: "Three are My adversaries on the Day of Resurrection: a man who gave by Me and then betrayed, a man who sold a free man and consumed his price, and a man who hired a worker and took full benefit from him but did not give him his wage" . This is among the great evils.
So it is obligatory to be cautious and not to burden them with what they cannot bear, and not to delay their rights. Rather, it is obligatory to give them their rights according to the terms. Yes.
The presenter: Your Eminence! Those who bring in workers and take financial amounts from them every month and leave them to roam freely, what is the ruling on this money that they take, the one who takes it, the guarantor and others?
The Shaykh: This work is not permissible. A decision has been issued by the Council of Senior Scholars prohibiting this, and that it is obligatory to bring them in according to the method prescribed by the state. As for bringing them in... making them work among the people, and taking from them so much and so much every month for his sponsorship, this is not permissible. It is obligatory for the believer to bring in only what he needs, according to the terms set by the state.
