Question:

Answer:
There is no harm in performing it during the prohibited times, and it is better. The scholars have differed on this. Those who prohibited it based on the hadiths indicating the prohibition of prayer after 'Asr until the sun sets, and after Fajr until the sun rises, the majority of scholars held that prayer is prohibited in these two times, even if it is the greeting of the mosque.
Others held that the greeting of the mosque and prayers with a cause, such as the prayer of tawaf in Makkah after tawaf, and the prayer of the eclipse if the sun eclipses after 'Asr, are permissible. This is the correct view: that prayers with a cause are permissible to perform in the prohibited times, and indeed it is recommended; because they are not included in the prohibition. Likewise, the repeated prayer—the congregational prayer—is not included in the prohibition.
This is the correct view. If one sits, there is no blame. It is not befitting to be strict in this matter. If one sits in the prohibited time, even if he does not pray the greeting, there is no harm. And if he prays the greeting, it is better. There should be no dispute, no strictness, and no difficulty in this matter. Rather, there should be leniency in this matter; because the evidence is clear in both cases, with these and with those.
As for the adhan, there is no harm in calling the adhan without wudu', because the hadith containing the prohibition of the adhan without wudu' is weak. So if he calls the adhan without wudu', there is no harm. But being in a state of wudu' is better. If he calls the adhan while in a state of wudu', it is better. And if he calls the adhan without wudu', there is no blame in that.
