Question:
What is the wisdom in a woman uncovering her face and hands while performing the rites of Hajj?

Answer:
She is not permitted to do so; rather, she must cover her face and hands, even during Hajj. She does not wear the known niqab—the burqu' that the Bedouins know—but she covers her face with something else. The Messenger of Allah (peace and blessings be upon him) forbade the burqu', but he did not forbid covering the face; rather, he forbade the burqu' and the gloves during Hajj.
The meaning is: she should cover her face with something else, such as the khimar and the jilbab, as Aisha (may Allah be pleased with her) said: When men came near them, one of us would draw her khimar over her face, or she said: her jilbab over her face. And when they moved away, we uncovered. And so it is with the gloves, which are two coverings placed on the hands, a covering for the hands that the one in ihram does not wear. But she covers her hands with her jilbab, her abaya, or something else, just as a man does not wear a shirt, but covers his body with the izar and the rida, and the like. And praise be to Allah, so the forbidden thing is not done.
So the man does not wear a shirt and does not cover his head with the ihram, but he covers his body with the izar, and he covers his body with the rida, and it is permissible for him to cover his hands with the rida. And the woman likewise wears the shirt and covers her head, but she does not cover her face with the niqab, and she does not cover her hands with the gloves. But she covers her face with the jilbab, with the khimar in the presence of men, and she covers her hands with her khimar, or her abaya, or her jilbab. This is the difference between the two matters.

Question: This burqu', O Shaykh, may Allah reward you with good?

Answer: The burqu' is the niqab; it is not permissible for the one in ihram to wear it.

Answer: The one in ihram does not wear it at all. The one in ihram does not wear the burqu', but she covers her face with something else. As for the one not in ihram, if she wears it out of need, then it should be only the size of the two eyes, or only one eye, without any excess.
