Uncovering the face of a woman during ihram

The first question of Fatwa number ( 17450 )
Q1: A woman performed 'Umrah but did not uncover her face . Is that permissible, or does she owe a fidyah?
A1: A woman does not uncover her face in the presence of men who are not her mahram (a relative one may not marry), neither during 'Umrah (the lesser pilgrimage) nor otherwise. Thus, the woman in a state of ihram (the consecrated state of pilgrimage) uncovers her face if she is not in the presence of men, and covers it in their presence; because it is 'awrah (the part of the body that must be covered). AishaAisha(may Allah be pleased with her) said:, but she does not wear the niqab (the face veil) during the state of ihram. However, in the presence of men who are not her mahram, she covers her face with something other than the niqab. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

We were with the Prophet (peace and blessings be upon him) in a state of ihram. When men approached us, one of us would let her khimar fall from her head over her face. When they passed by, we would uncover it.
