Question:
He says: Some women uncover their faces during tawaf. What is your guidance for them, and for their guardians?

Answer:
It is obligatory for them to cover themselves with a hijab that does not prevent them from seeing the road, so that they can walk with the people. It is a hijab that is not a niqab. She should not wear a niqab as long as she is in the state of ihram. It is a thing made for the face with a hole for the eye, or two holes for the eyes. The one in ihram does not wear this, because the Messenger (peace and blessings be upon him) forbade it. But she wears other khimar that covers her face and does not prevent her from seeing the road, as Aisha (may Allah be pleased with her) said: "We were with the Prophet (peace and blessings be upon him) during the Farewell Pilgrimage, so when the men came near us, one of us would lower her khimar over her face from her head, and when they moved away, we would uncover it."
This is what is obligatory in the presence of men during sa'y, or otherwise. She lowers her jilbab, or her khimar, over her face. And if she is among the women, or in her house, she may uncover it, as long as she is in the state of ihram. Yes.
