Question:
Is the method of credit transactions currently practiced in the Jufra market, and the way they deal with people, permissible? They say: ten for fifteen, then they write a paper between the creditor and the debtor. For example, a man comes to another man and says: I want one hundred thousand riyals. The second man writes a paper for eighty thousand riyals, then says to him: I want you to give me one hundred thousand riyals, do you hear? He says: Yes. Then he has the man testify that he wants the aforementioned amount from him. Then he says to him: Let us go to the cloth seller. He asks: What is the price per bale? He says: So much. The creditor says to the cloth seller: Count out a thousand bales of cloth for us, then he pays for it. He says to the debtor: This is your goods, count them. When he counts them and wants to carry them, the creditor says to him: Do not trouble yourself, leave them with the shop owner, because carrying them will tire you. He sells them for a price lower than the price he bought them for. The question is: What is the ruling on such a debt?

Answer:
This is a reality, and it has reached us, and we have warned about it often, and much has been written about it. You have heard now that this is not permissible. Rather, he must transport it to his residence, and he must not sell anything at the merchants' places. Rather, he must transport it, then sell it afterwards. And the buyer must not sell it in its place, but he must also take possession of it. Because the Messenger of Allah (peace and blessings be upon him) forbade selling goods where they are bought, until the merchants take them to their residences. And he said:
Do not sell what is not with you.لا تبع ما ليس عندك
Sunan Ibn Majah 2187Hasan (Darussalam)
And he said:
It is not lawful to combine a loan with a sale, nor to sell what you do not haveلا يحل سلف وبيع، ولا بيع ما ليس عندك
Rather, it is obligatory for him to take possession of it, then dispose of it afterwards.
