Answer: A group for da'wah is not established except by the one in authority. This is within the authority of the one in authority. And Allah has made, praise be to Him, a complete ministry: the Ministry of Islamic Affairs, Endowments, Da'wah, and Guidance. Yes. If they permit them, and they have the scholarly capability, the financial capability, and the capability to establish an Islamic center in the land of disbelief, that is a good thing; but they must be connected to the scholars and the well-known callers to Allah, and they must consult them. Yes.
