Answer: My brother, you did not complete the hadith, nor did you provide the context of the hadith so that you would know. You cut off a word and that is it. You must look at the context of the hadith. The context of the hadith is that those who exaggerated prices in the time of the Prophet (peace and blessings be upon him) said to him: "Set prices for us, O Messenger of Allah." He said: "Indeed, Allah is al-Musayyir, al-Qabid (the Withholder), al-Basit (the Expander), and I do not like for anyone to demand from me money or blood." The Messenger refused to set prices because the rise in prices is not the result of traders' manipulation that should be prevented, but rather it is from Allah (Mighty and Majestic) due to the scarcity of goods. If prices rise due to the scarcity of goods, the lack of supply, then no one is responsible; but it is said to the traders: "Sell as people sell, at the value in the markets, do not cheat people." However, if prices rise due to traders' manipulation, where they hoard goods and they become scarce in the markets with the intention of selling them at high prices, then the one in authority prevents this and compels them to sell as people sell. This is justice. Otherwise, (al-Musayyir) is not among the names of Allah; but He is the One in whose hand is the matter, and price increases and decreases are in the hand of Allah (Glorified and Exalted is He). He is the One who sets prices, meaning He decrees high prices or low prices.
