The Shaykh :"And from Anas ibn Malik (may Allah be pleased with him), who said:
When prices were high in al-Madinah in the time of Allah's Messenger (ﷺ), the people said, "O Allah's Messenger, prices have become high, so fix them for us." Allah's Messenger (ﷺ) replied, Allah is the One Who fixes prices, Who withholds, gives lavishly and provides. And I hope that when I meet Allah, the Most High, none of you will have any claim on me for an injustice regarding blood or property. غلا السِّعر بالمدينة على عهد رسول الله صلى الله عليه وسلم فقال النَّاس : يا رسول الله، غلا السِّعر، فسعِّر لنا، فقال رسول الله صلى الله عليه وسلم : إنَّ الله هو المسعِّر، القابض، الباسط، الرَّازق، وإنِّي لأرجو أن القى الله وليس أحد منكم يطلبني بمظلمة في دم ولا مال
Bulugh al-Maram 7:38

Prices rose غلا السعر
means: it rose and increased. It is said: ghala yaglu, and all of this root, ghayn-lam-alif or ghayn-lam-waw, contains a type of increase:
(45) Like murky oil, it boils within bellies (46) Like the boiling of scalding water. كالمهل يغلي في البطون * كغلي الحميم
[Ad-Dukhan 44:45-46]
and boiling involves rising and increasing.
Prices rose غلا السعر
means it rose and increased. Ghala: means it increased in the limit, and there is also an increase in the price: the value of things, meaning the value rose during the time of the Prophet (peace and blessings be upon him). They said:
O Allah's Messenger, prices have become high, so fix them for us. يا رسول الله غلا السعر فسعر لنا
Bulugh al-Maram 7:38
: meaning to determine the value of things,
so say, for example: a sa' of wheat for such-and-such, a sa' of dates for such-and-such, a sa' of dried curds for such-and-such, and the like. Because if prices are set, no one will exceed the set price. But the Messenger of Allah (peace and blessings be upon him) clarified to them that this is not for him to do, because the One who holds the dominion of the heavens and the earth is Allah (Mighty and Majestic). So he said:
Indeed Allah is the Musa'ir إن الله هو المسعر

: meaning He is the One in whose hand is the matter. If He wills (Mighty and Majestic), He raises prices, and if He wills, He lowers them. How is that? Because the cause of high prices is either an increase in the population, or a decrease in the harvest, or greed and avarice, and all of that is in the hand of Allah (Mighty and Majestic).
The increase in population is in the hand of whom? In the hand of Allah (Mighty and Majestic). Likewise, the decrease in the harvest and the increase in it are in the hand of Allah. It is known that if the harvest decreases, the price increases. Or it may be due to greed and avarice, and this is also in the hand of Allah, because greed and avarice are from the actions of man, and Allah the Exalted is the Creator of man and the Creator of his actions. For this reason, the Prophet (peace and blessings be upon him) said:
Indeed Allah is the Musa'ir إن الله هو المسعر
Sunan Ibn Majah 2200Sahih (Darussalam)
, because He is the One who causes the reasons for increase and the reasons for decrease. Now,
The One who restrains, the One who expands القابض الباسط
: and this is taken from the statement of Allah the Exalted:
extends provision for whom He wills and restricts [it] يبسط الرزق لمن يشاء ويقدر
[Ar-Ra'd 13:26]

The Shaykh : From the statement of Allah the Exalted. He is the One who restrains, who takes a thing and reduces it. The One who expands, who spreads it, widens it, and increases it. And this is among His actions (Mighty and Majestic): He restrains and expands
And Allah restrains and expands, and to Him you will return. والله يقبض ويبسط وإليه ترجعون

The Provider of Sustenance الرازق
: means the One who gives. Al-Raziq (the Provider) in its original meaning is giving, as Allah the Exalted said:
So provide for them from it. فارزقوهم منه

and provide for them therein وارزقوهم فيها
meaning: give them. And the sustenance of Allah (Mighty and Majestic) is divided into two categories:
Sustenance for the physical life.
And sustenance for the spiritual or heart life.
So the first is through food, drink, clothing, and shelter, and the second is through knowledge and faith.
And based on this, we say: Is the one whose earnings are only from what is forbidden, such as a money-lender, provided for by Allah? The answer: Yes, he is provided for in the first sense. But in the second sense, there is no doubt that his faith is deficient, because if his faith were complete, he would not have violated the prohibitions of Allah (Mighty and Majestic) by consuming riba. Is the disbeliever provided for or not?
The student: Yes.

The Shaykh : In which of the two senses?
The student: The first.

The Shaykh : In the first sense, because Allah the Exalted provided him with what sustains his body. As for what sustains his heart, namely knowledge and faith, that is lacking. Because if he has knowledge that benefits him, his faith is nonexistent.
Now he says:
And I hope that when I meet Allah, the Most High, none of you will have any claim on me for an injustice regarding blood or property. وإني لأرجو أن ألقى الله تعالى وليس أحد منكم يطلبني بمظلمة في دم ولا مال

Sunan Abi Dawud 3450Sahih (Al-Albani)
: Rajaa (hope) is the desire, the psychological desire with the presence of the causes for obtaining the desired thing. This is hope. So it is: "the psychological desire with the presence of the causes for obtaining the desired thing". So it is in matters that are easy, while tamanni (wish) is in matters that are difficult or hard. But it is a desire like hope, except that hope is in near matters, and wish is in distant matters.
And his statement:
I hope that when I meet Allah, the Most High إني لأرجو أن ألقى الله تعالى

: What is the meaning of Ta'ala? The meaning of Ta'ala is: He is elevated. And His elevation (Mighty and Majestic) is both conceptual and physical. As for His conceptual elevation: He is (Glorified and Exalted is He) above all deficiency. And as for the physical: He is above all creation, as He said the Exalted:
The Great, the Most High. الكبير المتعال

He says:
none of you are seeking (recompense from) me for an injustice وما أحد منكم يطلبني بمظلمة
Jami` at-Tirmidhi 1314Sahih (Darussalam)
: "None of you seeks me" means: that he has an injustice with me. And it is permissible to say muthlimah (injustice) or muthlamah (injustice).
involving blood or wealth في دم ولا مال
Sunan Ibn Majah 2200Sahih (Darussalam)
: In blood, such as encroaching upon the soul, and in wealth, such as encroaching upon wealth.
The story of this hadith is famous, clear, and known. It is that when prices rose, the Companions turned to the Prophet (peace and blessings be upon him) to complain to him about the matter, and they asked him, as the one with authority and leadership, to set prices for them. The Prophet (peace and blessings be upon him) refused and clarified that the matter is in the hand of Allah (Mighty and Majestic), and that setting prices for people is a type of injustice. And he hoped that Allah (Mighty and Majestic) would meet him with none of them seeking him for an injustice in blood or wealth.
