What is the ruling on the obligatory prayer without the adhan and iqamah, and leaving them off, whether out of forgetfulness or negligence?

Answer:
Answer: The adhan and iqamah are a collective obligation. If a sufficient number of people perform them with the congregation, or if a sufficient number perform them in the town, they become a recommended practice for the rest. If the adhan and iqamah are established in the town, even in just one mosque, the obligation is lifted and the recommended practice remains. So if they pray without the adhan and iqamah, and the adhan has been called in the town, that is sufficient. Their prayer is valid, if Allah wills.
