This indicates the certainty of the obligation to enjoin good and forbid evil, and that it is not fitting for the believers to neglect this established practice of enjoining good and forbidding evil when they are able to do so. The Prophet (peace and blessings be upon him) said: “Whoever among you sees an evil, let him change it with his hand, and if he cannot, then with his tongue, and if he cannot, then with his heart, and that is the weakest of faith.” In another narration: “And there is no faith beyond that, not even the weight of a mustard seed.” So the one who does not forbid evil, not even with his heart, has no faith.
