Answer: Combining the Maghrib and Isha prayers is permissible if the rain wets the clothes; if the rain is falling and wetting the clothes, or if the rain has left mud on the ground and puddles in the ground, and it is difficult for him to go to the mosque, then he combines them. If it is difficult for the congregation to go to the mosque for Isha, then they combine it with Maghrib by advancing it. This is a dispensation. As for combining the Dhuhr and Asr prayers because of the rain or because of severe cold, this combination is not permissible according to some scholars, although some scholars have permitted it. However, it is a matter of scholarly disagreement, and the Muslim should be cautious regarding his religion.
