Answer: Applying the hudud provides protection; protection for the soul, protection for the honor, protection for wealth, and protection for security, the security of everyone. It also protects the Muslims and the five necessities, which are: preserving the religion, preserving the soul, preserving the honor, and preserving wealth; these are the five necessities. Each one has a specific punishment, so that people feel safe regarding their blood, their honor, and their wealth. And every one of Allah's hudud is mercy. For this reason, it came in the hadith: "A hudud punishment established on earth is better than forty mornings of rain." In it is the prosperity of the lands, the safeguarding of the homelands, and great benefits. As it is manifested in this land, praise be to Allah, which applies the hudud, establishes the Shari'ah, and rules by the Shari'ah, this land enjoys a blessing, praise be to Allah, for which others envy it. The great countries, despite having iron, fire, and inventions, do not achieve this security, and they punish with the harshest punishments, yet security is not available to them. And this land, because it applies the hudud of Allah, enjoys security in the most excellent example, with no counterpart on the face of the earth, because it is legislation from the Wise and Praiseworthy, and it contains no injustice or tyranny; rather, it is justice, wisdom, and mercy, praise be to Allah.
