Question:
May Allah reward you, O Shaykh. The questioner asks about the criterion regarding rain. Some of the imams of the mosques, when it rains, exercise independent legal reasoning to combine the two prayers, combining Maghrib and 'Isha'. Some of them do so when the first drops of rain fall.

Answer:
Answer: It is not permissible to combine Maghrib and 'Isha' unless the rain is heavy enough to wet the clothes and cause puddles to form on the road to the mosque. In that case, the prayers are combined to remove hardship from the congregation. As for light rain that does not wet the clothes, it does not permit combining the two prayers.
