And on that basis, the rule “whoever does not declare the disbeliever a disbeliever is like him” does not apply?

Those are the worst of creation in the sight of Allah. They took verses that were revealed regarding the disbelievers and applied them to the believers. أولئك شرار الخلق عند الله ، ذهبوا إلى آيات نزلت في الكفار فجعلوها في المؤمنين
