Citizenship is a worldly form of interaction, whereas al-wala' wa al-bara' (loyalty and disavowal) refers to loving the awliya (close friends of Allah) and hating and disliking the enemies of Allah. So, you interact with them in a worldly manner, but you do not love them in your heart; rather, you hate them. This does not prevent you from treating them with kindness, as Allah the Exalted said: “And let not the hatred of a people prevent you from being just. Be just; that is nearer to righteousness” [Surat al-Ma'idah: 8].
