The Legislator and the Ruler Who Rules by Other Than What Allah Has Revealed

Yes, the one who declares things lawful and forbidden without evidence from the Book of Allah and the Sunnah of His Messenger claims to be a partner with Allah in making things lawful and forbidden. Allah the Exalted said: . Making things lawful and forbidden is a right belonging to Allah, just as judgment is. Judgment belongs to Allah (Glorified and Exalted is He); He judges between His servants. Whoever judges other than by the Book of Allah and the Sunnah of His Messenger is in conflict with Allah in His authority and His judgment (Glorified and Exalted is He). Likewise, in legislation, whoever legislates for people, forbidding and permitting without evidence, commits shirk (associating partners with Allah) in rububiyyah (lordship).
