Praise be to Allah alone, and may peace and blessings be upon the one after whom there is no prophet. After that: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the judge of the Great Court in al-Ahsa : Muhammad ibn Sulayman al-Sa'id , which was referred to the Committee by the General Secretariat of the Council of Senior Scholars, with number (5845) and date 24/9/1419 AH. The questioner asked a question, the text of which is as follows: Congratulating one another on the arrival of the blessed month of Ramadan , whether this is done by shaking hands, embracing, or exchanging visits among the residents for the purpose of congratulation – as is apparent among the residents in the land of al-Ahsa – is it said that this falls under the category of customs or acts of worship? And if it is better to leave it off, what should one do if he is congratulated, and should he rebuke the congratulators in the manner described? We know of their good intentions and their purpose. I ask Allah, Mighty and Majestic, by His grace and generosity, to return the month of Ramadan to us for many years and long times, and to make us, you, and our parents among those set free from the Fire in it. Indeed, He, Glorified and Exalted is He, is Generous and Noble. May Allah preserve you and care for you.
After the Committee studied the question, it answered that there is nothing wrong with congratulating one another
on the arrival of the month of Ramadan. The Prophet (peace and blessings be upon him) used to announce the arrival of the month to his Companions and say:
A great month, a blessed monthقد أظلكم شهر عظيم مبارك

, and he would mention to them its virtues and urge them to seize the opportunity. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
