Q: I have a brother who engages in forging the visits of pilgrims and those performing 'Umrah when they come to us in al-Madinah al-Munawwarah , to some shrines, some of which are not permissible, such as the seven mosques , and the well of Uthman , and the well of al-Dawd , and the tomb of al-Shifa , and the mosque of al-'Aridh , and some other places such as the mosque of the two qiblas . He takes a financial fee in return, which he stipulates before boarding the pilgrims with him, or he agrees with the person in charge of the pilgrim group on this. Is his work permissible in the Shari'ah, and is the fee he takes permissible for him? Please give us a detailed ruling on this, and may you be rewarded and granted recompense.
A: This work your brother is doing, which is taking pilgrims and those performing 'Umrah to places in al-Madinah that are not permissible to visit, such as the seven mosques, and what was mentioned with them, is a forbidden act.
