Q9: The questioner says: If a person enters the religion of Islam but is unable to perform deeds and dies immediately, what is the ruling?
A9: Whoever pronounces the two testimonies of faith, we rule that he is a Muslim. The Messenger of Allah
(peace and blessings be upon him) said:
I have been commanded to fight the people until they say: La ilaha illallah. If they say it, then their blood and wealth are protected from me, except for a right that is due from it, and their reckoning will be with Allah.أمرت أن أقاتل الناس، حتى يقولوا لا إله إلاَّ الله، فإذا قالوها عصموا مني دماءهم وأموالهم إلاَّ بحقها وحسابهم على الله

So whoever says, "There is no god but Allah," we accept it from him. Then we look at his actions: if he follows it with deeds, we rule that he is a true Muslim. If he says it but does not act, does not pray, does not pay zakah, and does not do anything, we rule that he is not sincere in his saying, "There is no god but Allah," because he did not act upon it. We rule that he has committed apostasy if he intentionally leaves something, or denies something whose existence in the religion is known by necessity; if he denies it and rejects it, he is ruled to be an apostate.
