Q7: A resident of the Kingdom wishes to pay the alms on wealth or the alms given at the end of Ramadan. Is it permissible for him to pay it here in the Kingdom on behalf of himself and his family, or should his family pay it in their home country on behalf of themselves and him, or should each person pay for themselves in the country where they reside?
A7 : If a person resides in a place and the sun sets on the last day of Ramadan there, he pays the alms given at the end of Ramadan in that place. Thus, the resident of the Kingdom pays his alms given at the end of Ramadan in the Kingdom, and his family pays their alms given at the end of Ramadan in their home country, and this is better. If he pays the alms given at the end of Ramadan for his family in the country where he resides, there is no blame on him, because they follow him in that. As for the alms on wealth, the principle is that it is paid in the place where the wealth is increased. If necessity and public benefit call for transferring it to another place, for example because the poor there are in greater need or the like, then it is permissible to transfer it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
