The Shaykh : Praise be to Allah, Lord of the worlds, and I send prayers and peace upon our Prophet Muhammad, the Seal of the Prophets and the Imam of the righteous, and upon his family and all his Companions. It is better to give the alms in the country where it becomes obligatory, whether it is the alms given at the end of Ramadan or the alms on wealth. However, if there is no needy person in the country, there is nothing wrong with transferring it to another country. The scholars (may Allah have mercy on them) differed on whether it may be transferred to another country for a stronger benefit. Some said that this is permissible, while others said it is not permissible unless the recipient is absent in the country of the wealth or the country of the fasting person for whom the alms given at the end of Ramadan is obligatory. Since the matter is broad, what a person should do is be scrupulous regarding his religion and give the alms in the place where he is, if it is the alms given at the end of Ramadan, and in the place where the wealth is, if it is the alms on wealth.
