Q1: Regarding zakat al-fitr in Europe and America , is it permissible
to collect it for the purpose of sending it to the mujahideen in some Islamic countries
, or as some people say: it is not permissible, rather we must pay it out in grains and then distribute it to the needy, who do not exist in these lands, while the mujahideen are in dire need in those lands?

A1 : The obligation of zakat al-fitr becomes established upon every Muslim who witnesses the setting of the sun on the last day of Ramadan. As for the time of paying it out, it is permissible to pay it out one or two days before the festival, and it is recommended to pay it out on the day of the festival before the prayer. The Messenger of Allah (peace and blessings be upon him) and his Companions (may Allah be pleased with them) acted in accordance with this. As for collecting zakat al-fitr from the beginning of the month, that is contrary to the Sunnah of the Messenger of Allah (peace and blessings be upon him) and the practice of his Companions (may Allah be pleased with them), so it is not permissible to demand it from people before the time its obligation becomes established. It is obligatory for the Muslim to pay zakat al-fitr in the country where he resides, while transferring it outside the country where he resides is contrary to the Shari'ah. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
