Question:
This questioner (A. A. H. al-Yamani) says: I have an older brother who resides in Yemen, and he wants to pay the zakat al-fitr on my behalf and on behalf of my family in Riyadh. Is this valid or not? And if it is not permissible and he did so, am I required to pay it again or not? And what is its amount?

Answer:
If your two situations are the same, and you are partners in wealth, then there is nothing wrong with him paying it on your behalf and on behalf of your family in the country. However, the correct, preferable, and most cautious course is for you to pay it for yourself in your location, and for your family—your wife and those under your care—in your location in the country where you are. This is because many scholars make it obligatory to pay it in the country of the payer where he resides.
So you, O questioner, must be cautious for yourself and pay it yourself. Even if he paid it, you must pay it in your country where you are, for yourself and for your household. Because it is a means of supporting the poor of the country, doing good to them, and preventing them from asking; so that they may be free to engage in what their brothers engage in: joy and happiness at the festival, and not being occupied with asking people.
So the conclusion is: the preferable and most cautious course, and what is required, is for you to pay it in your location for yourself and your family. But if he paid it on your behalf with your permission, or because you are partners, it is valid according to the stronger opinion and suffices. However, for you to pay it in your location for yourself and your family, whether you are a partner or not, is what is required. Yes.
