Q1: First: We have a government clinic, and there is a health committee that oversees some of the clinic's necessities. They have collected charity from their own money for the purpose of covering the deficiencies in the clinic. This amount is their charity to secure the missing items. Since a full year has passed and some of the unspent amount has reached the lunar year, is zakah obligatory on it, and what is the ruling? Second: There is a similar amount for a mosque we have, which is a charity association for repairing what is damaged in the mosque and taking the necessary precautions for it. A year has passed for some of the amount. What is the legal ruling in this case, and is there zakah on it? Please inform us, may Allah reward you with good. Third: There is an amount spent for the purpose of lighting and water for the neighborhood mosque. This amount is from endowments, and a portion of it has reached the lunar year. What is the ruling on zakah in this case?
A1: If these funds collected from the charity of benefactors
are to secure some of the clinic's necessities and to repair what the mosque needs, and they do not return to their owners, then there is no zakah on them, even if the lunar year has passed. This is because they have exited the ownership of their owners by being donated for these facilities. Likewise, the money spent by the ministry for the purpose of lighting and water for the neighborhood mosque has no zakah on it, even if the lunar year has passed; rather, it is to be spent on what it was allocated for. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
