The first question of Fatwa No. ( 17940 )
Q1: Please issue a ruling, may Allah reward you with good, regarding a charitable group that has collected financial donations with the intention of helping the poor or those who have no father and are poor with no one to support them. The money has not yet been spent, and it has reached the nisab and a lunar year has passed over it. Is zakah obligatory on such money or not? Is it because the money does not belong to a specific owner, or because the individual shares of the group members have not reached the nisab? Please provide us with a clear and sufficient answer. May Allah reward your efforts.
A1: Zakah is not obligatory on the funds of charitable groups intended for spending on the poor; because they are in the causes of righteousness, and their expenditure is the same as the expenditure of zakah, and because they do not have a specific owner.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
